n connection with the war and the influx of Ukrainian refugees in the EU, representatives of the European Commission agreed on new rules for freedom of movement. Transport visa-free regime - a simplified regime for bilateral and transit transportation was signed on June 29, 2022. The agreement also provided for the accepting of Ukrainian certificates of professional competence.
Currently, citizens of Ukraine can use their driver's license during the entire time they are under protection in the EU countries. There is no need to issue new EU certificates, additionally certify the translation or pass a repeated driving test. In addition, it is allowed to use a Ukrainian driver's license even if it expires in 2022. This is the main advantage, because not everyone has the opportunity to return to Ukraine to update the document.
In order to reduce the administrative burden for internally displaced persons, the EU Regulation also establishes specific rules regarding expired, lost and stolen driving licences. Ukrainians can apply for a temporary driving license or use the Diya app, which is accepted by members of the European association
New rules have also been introduced for professional drivers with temporary protection status: they are eligible to work in the EU to help export goods from Ukraine and facilitate bilateral negotiations in the context of "Solidarity Lanes" (new logistics routes). Drivers of trucks and buses can obtain a professional qualification after completing a short training course and testing.
